When I play an avi-file which was produced with tscc, and then share my desktop to a remote partner by Laplink, VNC, XP RDC or Netmeeting - does my partner need to have tscc installed, too?

No, you would not need the TSCC codec installed in that situation. Since the video would be distributed via Laplink/VNC/Etc, the application that is actually sending the video is what would be required for viewing it.
