Can the Snagit window be made to remain on top after a capture
In Snagit select Tools>Progam Preferences>Program Options, and check Hid Snagit Before Starting Capture. When you start the capture Snagit will hide, and after the capture it will open foregrounded again.
You might also want to experiment with Snagit OneClick. View>Snagit OneClick.
Are you aware that you can start a screen capture using the Snagit hot keys? CTRL+SHIFT+P

Yes, I have all those settings. I did not know Snagit One-click. But my problem is different. I have an Internet page with a little diagram on it. I want to view this diagram will writing in Word (full screen). I capture the diagram. Set the always on top. Then when I click in the Word window therby returning the focus to that window my Snagit window stays on top (I move it around as needed). This is very useful. It is also very simple to implement so I am sure it is there somewhere ...

There is no absolute always on top setting in Snagit. But the Snagit OneClick might work. Additionally you can right click on the Snagit tray icon to both configure Snagit and make captures.
